There are houses all over the country who do not have basements. I own only one house, one must. And I had about 20 houses in my life. Thus, basements are not as common as you think.

The cellars are common in the states of North and South, I said. I do not know why, but could stand for the storage and use of coal as a heating medium in context. I agree with you, there's always an aggravation of not with a basement, and after all what happened recently in TN, has good reason to worry. I think the owners decided because a block is much cheaper, and abandoned manufactured homes, a basement is generally not recommended because it makes the implementation much more slowly (no installation Wham Bam Thank You) Women.

Money. Too many communities and schools in several states that do not equip their citizens with storm shelters or basements in case of a tornado outbreak. It was the grace of God, not that many other deaths occur. But I think money is the problem.
