Use an enzymatic cleaner. There are several on the market, is one of the most popular name of "wonders of nature." Works great.

You must be absolutely clean wash the plate - the power, then bleach. Near my father had this problem when he bought a house with a pet trillion of life (and pee) in it. He tore the carpet was washed out of the foundation, and money laundering. What finally got rid of the smell, but he was so rude! Good luck.
